When Afghanistan's payment system was cut off in 2021, the UN resorted to physically flying in more than $2.9 billion in cash.4 Upon arrival, money still had to move through a local system that increased the chances of it ending up in the wrong hands through systemic corruption, recipient extortion, and other forms of exploitation.

Stablecoins were meant to fix this, and in many ways they have. Financial support that once took up to 45 days to send now settles in under one.3 This happens at a fraction of the cost, reaching anyone with a basic phone and internet connection.

However, most stablecoins run on public blockchains, where every transaction is visible to anyone, forever. For donors, transparency can help verify the impact of funds. But for the recipient, that same visibility can make them more vulnerable, increasing the possibility of extortion, coercion and targeted violence.

A stablecoin is a digital dollar. Unlike Bitcoin or other cryptocurrencies, whose prices swing widely, a stablecoin holds a steady value because it is backed one-to-one by a reserve asset like the US dollar. That stability is what makes it suitable for aid: recipients receive and hold real dollar value, not a speculative asset that could lose value overnight.
Private means transactions are not visible to the public by default: who sent funds, who received them, and how much all stay confidential. Programmable means an organization can set the rules for how money moves and what information is revealed, and to whom. Together, they let you build flexible aid programs that protect recipients while still meeting the reporting and compliance rules you operate under.
USDCx is a private, programmable dollar backed one-to-one by USDC and powered by Circle's xReserve. USAD is issued by Paxos Labs and backed one-to-one by USDG, the reserve token of the Global Dollar Network. Both are fully reserved, so every token is supported by real-world value.
No bank account is required. Recipients can receive and hold funds on a basic phone, and how they spend them depends on the local infrastructure available.
